Dr. Bulaya is a lecturer in the Institute of Kiswahili Studies. She holds a Diploma in Education Butimba TTC (2000), Bachelor of Arts with Education UDSM (2006); Masters in Linguistics UDSM (2010) and Doctor of Philosophy in Kiswahili (2017) UDSM.
